============================================================================================================================== Dr Mahathir is not a dictator, says Abdullah

KUALA LUMPUR: Prime Minister Datuk Seri Dr Mahathir Mohamad is not a dictator as all Cabinet decisions are made by consensus, Deputy Prime Minister Datuk Seri Abdullah Ahmad Badawi said.

"A lot of people say he is a dictator. But we see how he functions in the Cabinet meeting as chairman. He allows lively discussions where everybody can give their views," he said.

"Sometimes it is normal that the working papers which he tabled are rejected by the Cabinet based on the members' views."

Abdullah said as a long-serving Cabinet member, he could not remember any episode where Dr Mahathir had forced the Cabinet to accept his ideas.

"What happens (in the Cabinet meeting) is discussions which are spirited, some reaching a level of quarrelling. But this is all with the intention to get a decision by consensus," he said.

The prime minister always gave priority to a Cabinet decision which was reached by consensus, Abdullah said.

"All (the Cabinet members) must agree. It is not a method where they put up their hands and those with the most (hands) will win and the less will lose," he said.

"Dr Mahathir will work towards a consensus. If some Cabinet members do not agree with a working paper, the decision would be postponed until the next Cabinet meeting so that all members would accept it."

He added that was why policies made by the Cabinet could be accepted by the majority of Malaysians from all races.

Abdullah was speaking to reporters yesterday after opening a seminar on Dr Mahathir's Thoughts here.

He said efforts to organise such seminars would get his support.

"His thoughts are up-to-date and are connected with what is relevant and what Malaysia has to give attention to as it enters the new millennium," he said.
